Can players use the Manipulation skill on each other?

My players hate being told how their character thinks or feels and I think another player character doing it to them just goes too far with my lot.

I was thinking of ruling it that people who use Manipulate shouldn't be surprised if
a) characters choose attack, even player characters
b) some characters considering the manipulator as having 'raised the stakes' to that level
Instead of my usual table rule of banning pc v pc social skills.

Is this a fair ruling? I'd love your opinions, it can end in fights at my table at least. You can't have a wrong one, so Im not going to talk back on peoples input and much respect to anyone who does the same.

With "social" rolls, my general rule is players shouldn't use them for PvP, but they can. My reasoning behind this, is that players should role play such debates with each other, it's a RPG after all. But I allow them to use the roll if required because I have one player who suffered from hydro-encephalitis, and communicates a bit slower than then others. If he chooses to to play a fast-talker then he can, even if it means rolling the dice to convince another player, it's a RPG after all. 

That said, the manipulation skill is clumsily written, and I think not really intended for use on players, because it doesn't give players the option of doing what we are actually more likely to do than attack somebody, when we lose an argument. And that is, go off in a huff. 

I won't house-rule anything yet though. I'll see how RAW works in play.
