Holding Action and Initiative Card Swaps

Hey,

When drawing initiative, do/can you swap cards like in Forbidden Lands? Also, can you Hold Action to see what the enemy will do first?

This game make use of the "Wait" rule (called Holding Off in this game) which means that when your initiative comes up you can swap initiative card with someone whose turn comes after you (i.e. has a higher initiative). They can't refuse and must act. You can't swap initiative card in the beginning of a round before anyone acts like you do in FbL.
