M-5 RPG Question

Why isn’t the M-5 RPG listed as dealing 7E damage? It seems pretty obvious that it’s explosive. Am I missing something?

My guess is that it is because it is shaped charge grenade which have its explosive blast directed forward so it can penetrate armour better, not in all directions.
