Empathy and Karma Clarifications

Hi!

I wanted to get a couple of things clarified in terms of intent:

1. The Empathy Power states it can be used to "remove 1 Resolve per Success." Does this bypass powers like Defiance? Is that why it's worded as "remove Resolve" rather than inflicting stress?

2. The Boost: Mass Empathy states you roll once, but can you apply different effects to different targets?

3. Limits are listed as a way to have greater power at character generation, but there's no explicit rules for removing them. Was this intentional, or is it supposed to be the same cost as buying a Boost or improved Power Level, provided narrative reasoning and GM approval?

Hello!

1. "Take away Resolve" is synonymous with inflicting stress, so DEFIANCE and similar effects would still interact with EMPATHY normally.

2. Yes, with Mass Empathy, you could take the point of stress to either take away Resolve from enemies or restore Resolve for allies since the power description says you can do either per success rolled.

3. Not as a standard part of the game, no. Since limits are intrinsically tied to powers when you gain them to give a boost or level as a tradeoff, the separation isn't as clean.

There's also the idea that it should likely be a larger part of the story instead of something on the menu in character advancement. So a player could work with the GM to remove a power limit if they really want to do that and the GM allows for it - and spending the 20 karma that a boost or level would cost is reasonable to make it happen - but then the GM can work it into the narrative.

I've thing I've noticed---and really appreciate---is that there are powers that are Powers with narrative effects and "lesser" mechanical riders---like Empathy, which is worse for hitting Resolve than Distress, but provides a narrative effect.

A terrified foe might not lose much Resolve, but they're scared, in the fiction, so they mau behave more erratically---for good or ill! (At least as I'm understanding it all; I just got my PDF yesterday, and I've been all over it, heh.)
