Personal Safety is indeed very useful for company agents (as Fenhorn said).
Fenhorn explained it well... it's the same for the Evolved Edition rules; it's like a "hide secretly" or "disappear secretly" ability. The person receiving the attack in your place must be very close to the character using Personal Safety (short range). As Fenhorn said, if the character (using Personal Safety) puts themselves in a situation where they draw attention to themselves (like talking or using a weapon), Personal Safety won't work (Game Mother will reject it).
