p.85, the Garuda power Soak Blight says it is "used as a reaction to all the Blight from a Blight surge before it can affect any Explorer."

"Blight surge" as a phrase doesn't appear anywhere else in the book except on p. 300, "Camp Trouble" in the solo rules.

Does this just mean a Creature (or other) attack that causes Blight, given that it's a Reaction?
