So my player just broke the game.
One of the party is a long time veteran of ttrpgs and DnD and enjoys crafting magic items. This has meant they've read into the downtime rules and are keen to get making Spell Scrolls and Spell Seals. Now, the Downtime rules say you can't make Magic Items, but the Artifact Catalogue says it gives proficiency in making artifacts, which we are guessing includes Lesser Artifacts. This means my player can make Seals. So we look into making Seals and find not only do you not need to know the spell in the Seal, there is no level cap on the spell itself. Which means their level 3 character can make a Spell Seal of Wish in 20 days with less Thaler than it takes to buy the licence to explore Davokar.
Now I know this is an extreme example, but there is a myriad of spells that can just be chucked into a Seal then used to nuke any kind of obstacles, be it figuratively or literally. Am I reading this wrong? I hate that you can just make these artifacts. The setting and the system is designed to make you go into the forest to pull out magic items from the (ahem) Ruins of Symbaroum. If you can just make things why bother? What do I tell my player? Any help would be greatly appreciated.
