I pre-ordered both, I've seen lots of deliveries of Destroyer of Worlds, but none for the Starter Set.
Are they being shipped together? This would explain why I haven't seen anything about my delivery of DOW yet.

I think they are.
IIRC they both had the same release date.
I just got a notification here in Sweden that I have a package coming at 2.5kg... that sounds about right for two boxes like these.
