There are some incidents that do increase influence, but I think the point is that the players should feel that Elysium is in decline, and that the intrigue hurts the enclave more than it helps the houses.
I actually tried playing the strategic rounds with all cards until one house would win. What I found was that sectors with 2 influence was really hard to take down, so the house that survived was the one that succeeded in getting the most of those at the beginning of the game.
