Journey and sleeping

In one day the party can hike for two quarters, the other two quarters must be spent for making camp and sleeping.
During the night of sleeping, one character should be awake to patrol the camp, but when could she sleep?
In the rules is said that she can sleep any other quarter day but this mean that the group must stop from hiking and wait for the sleep of the fellow who made the night guardian.
This translate into just one quarter per day of hiking, if the group want to have a character awake for the night.
Is it right or I am missing something?

My players usually have this schedule (unless something has happen).

Morning > Hiking, Exploring, etc.
Day > Hiking, Exploring, etc.
Evening > Building Camp. One player sleeps on the Bare Ground (p.156).
Night > Sleep. The player who slept on the Bare Ground is Keeping Watch.

If something happens during the Evening or Night that disturbs the sleep, then the group can always opt to sleep during the Morning, the next day or if something serious has happen, use the entire next day for fixing up whatever happened during the Evening/Night.

Are you having the one sleeping on bare ground make a survival roll?

Yup. If he fails, this routine can easily be changed so either he accept to become Sleepy or the group decides to sleep (hopefully there is a camp by then) during the Morning quarter as well.

That was how I was thinking of doing it as well, unless everyone in the party decides to sleep on bare ground.

That was how I was thinking of doing it as well, unless everyone in the party decides to sleep on bare ground. 
I’ve also allowed this, though I’ve also said this is during summer and warm nights. Considering the increase in power level of the PC, it feels good autumn is around the corner so I will have a new challenge for them soon. I find it easier, with a better flow in the travel mechanics but it’s also a missed oportunity to present a challenge to the players.

I’ve also allowed this, though I’ve also said this is during summer and warm nights. If it's real cold outside, either because of winter or a bad storm, then I'd have them have to deal with that, making the player sleeping on the ground roll and dealing with the consequences.

I would just adjust the MAKE CAMP roll with a penalty for the weather.
