NPC can cast spells up to their magic tradition rank. Tomas has said, that NPC can have more than rank 3 in a magic traditions, for the purpose of this rule.So with the new rules for gm’s and spell casting, am I right that no npc can have a spell powered up above 3 power level, even Zygopher?
On the other hand, an NPC with Rank 2 can cast spells up to Power Level 2 (3-4 if they are Half-Elves and/or using Ingredients) every round, regardless of the number of WP the players happened to have at the beginning of the session.Thanks for reminding me about the special attack.

I think part of my conference about the new magic rule is that previously someone with rank 2 in a discipline could have boosted a spell to power level 5 or more, depending on the WP available, but now they are stuck to only ever casting their spells at power level 2, which does limit their effectiveness.

In the Player's Handbook 2nd printing (on Kickstarter now along with the new campaign book, Bitter Reach). If you have a PDF of that (from DriveThruRPG most likely) then that should be updated by now). I have the upated pdf but i can't spot any differences with the physical one...
