I would say there are extra villages and other adventure sites not shown on the map, that probably sprung up during the times of the blood mist. There is at least one random encounter in the remains of a village.

I wouldn't put one per Hex otherwise travel will be very easy and the region will be overpopulated, but I will add villages and sites as the need arises.

Lots of village ruins anyway :)
And who knows, there may be people returning to some of them.
