Crafting w/out Requisite Talent

Is it possible for a player to attempt to use Craft to build a substandard version of a item if they don't have the requisite talent?

I don't think so. And remember some items need two talents to craft.

My concern would be that it reduces the value of talents, and also the need to do stuff to get things.

If it's just a straight crafting roll, then sure. But if you need any talent, then no. Like you already said, it reduces the need for those talents if you let your players do it.

I guess it depends on what type of item we're talking about. Like you couldn't make a trident without the requisite talent but you could potentially make a pronged wooden fishing spear that would share some characteristics. I wouldn't allow it any bonuses if used as a weapon but in some sense that might fill the situation you're describing.
