Fend off/ Shield thrust

Hello, just checking if I missed something. There is no reason for a character wielding a shield to use the "fend off" special action on a 6? The "shield thrust" is clearly and always better? Therefore, the "fend off" only makes sense for character without a shield? However, the "fend off" option seems to be intended to bring balance between the various weapons (mitigating the Axe overall superiority?)?
I'm just curious what your thoughts are, and if perhaps I'm reading the rules the wrong way.

To use the shield thrust option your strength must be greater (or equal I can't remember which) which the player character may not be whereas they would be able to take the fend off option. Also the fend off action applies to multiple opponents.

A Shield Thrust requires STRENGTH > Attribute Level of the adversary and imposes a (1d) penalty on that one foe for the remainder of the round. Additional successes can be used to push back other available adversaries.
