Pulling from another game here, but in Swords & Wizardry they explicitly state that "Monsters and NPCs should have abilities that are different from and unavailable to player characters." This includes things like variations on class & level restrictions and the like. I know we're talking about very different game systems, but I don't think it's that unusual to see such things in RPGs. For one, it keeps things a bit more mysterious. And, as others have noted, it reflects the different purposes of heroes and their foes within the context and framework of the game itself. How or if one wants to embrace this element is of course a matter of personal preference.
