You should have written: "The highest
numerical result you can get [...]", which changes how you interpret the whole thing.
Or if you went by the exact quote:
"The <Gandalf> rune is the highest result you can get on a Feat die."
10 is not the highest result, and thus you can't infer that Gandalf has a numerical value equal to 10.

Of particular interest is this passage from p. 99 (in the
Pierce - Bows, Spears and Swords section):
"You have hit a less-protected part of the adversary’s body — Spend 1 Success icon
to modify the Feat die numerical result of your attack by +2
using bows and spears, or +1 is using swords — thus possibly
triggering a Piercing Blow
( <Gandalf> and <Sauron> results are unaffected)."
