In general, prepositions and conjunctions should be lower case. The exceptions are first word in the Content title/subtitle, and when the preposition or conjunction are part for the proper name itself regardless of word order.

Under "Adventuring Phases" in the contents:

Would recommend using a consistent orthography for "and." Choose either "&" or "and" for you sections/sub-sections. This is especially important, consistent orthography, when the rulebook is read by someone with dyslexia for example.
QUESTION:
In the Table of Contents header, it says "CONTENT" ... should this not be "CONTENTS" ...? As in the "contents of this rulebook."
