Hitting multiple targets in ranged combat

Hi,

scenario:
- I fire a pistol (ROF 2) against two opponents in an adjacent hex
- both skill value and attribute are d10, and I roll two crosshairs in total
- I roll two ammo dice, but get nothing from there

What happens:
- I got two crosshairs, so can I decide that I managed to hit both opponents, both getting just the base damage, OR
- does it mean that I only hit one opponent and I can increase the damage by one on that opponent ?

In other words, is it possible to hit multiple opponents if I roll multiple crosshairs with the base dice OR is it only possible to hit an additional target if I roll at least one ammo die successfully.

Extra successes on the base dice will only increase damage by +1 each. If the base dice hits, then successes on the ammo dice can be used to either hit another target (or targets) in the same hex (as long as the other targets are not harder to hit than your main target) or successes on the ammo dice can be used to increase damage on any target you hit. Ammo successes also causes the suppressed fire effect even if your base dice missed.
