Regarding NCOs and Command skill it is described at page 32 under Military Service and non-commissioned officers; "At the rank of Corporal or above, you can always choose Command as a skill increase"

Me on the other hand cant find how you become a NCO.

If you are Corporal or higher, you are an NCO.

To clarify(?) it a bit ... or at least, add some further information, in case it comes in useful:

NCO simply means "Non-Commissioned Officer" — a person appointed to lead troops but not empowered to execute official acts. In most militaries, this denotes all ranks from Sergeant down to Corporal*.
To muddy the waters slightly, in some militaries, the rank tier below NCOs — i.e., "enlisted" — not only incorporates Privates, but also Corporals.

Conversely, "Commissioned Officers" — usually just called "Officers" so as not to be confused with "CO", which is "Commanding Officer" — are all ranks from Second Lieutenant up to General. Also Cadets tend to count as Commissioned Officers.

These are the Army systems. Naval ranks work pretty much the same way, but have different names.
Additionally, many countries have other types of ranks besides these, such as the Swedish "Specialistofficer" and the British and US "Warrant Officer", but I'll not go into those...


So, if you you are promoted to the rank of an NCO — Corporal or Sergeant, in most cases — you have automatically become an NCO. Simple as that.

* I say "all ranks" — usually there aren't any others, but here in Sweden we also have the rank furir between Corporal and Sergeant. Further, there is the rank fanjunkare, which is a non-commissioned rank above Sergeant, but by 1997 there wouldn't have been many left of those, as no new people were promoted to that rank after 1990.
