That sounds like something that is very dependent on what kind of police force you are in. German polices shoot less than a dozen of persons on average per year, firing a total of 50 shots per year. That's for all of the ca. 300,000 German police officers. Of course there is also training involved, but coolness under fire can only be trained so much without being under fire. In general, police services in Europe seem to be working a bit differently than in the USA.
