In the character creation example on page 39, "step" 5:
Clark enters Special Operations. He is promoted to
Sergeant, increases RANGED COMBAT to C, and gets SURVIVAL
D. He makes another RANGED COMBAT roll and succeeds
again! He rolls 1 and gets the Paratrooper specialty. He
is promoted to Staff Sergeant and his CUF increases to
B.

Is there a reason why the example character is increasing his rank twice during this step?
As I understand it, he receives an automatic promotion to Sergeant because he joined Special Operations (this is based on the Starting Rank entry for the Career on page 32). He's then able to make a normal roll.

If he had been able to become an Officer in Special Operations, his rank would jump to Second Lieutenant with a chance to promote to First Lieutenant.

In the Special Operations table on page 32, the Starting Rank is listed as Staff Sergeant.

In the Character generation example the character's rank is listed as raising to "Sergeant" when joining the SpecOps and then the Promotion roll moving him up to Staff Sgt.

Either the Page 32 Starting Rank should be Sergeant for SpecOps or the character gen example needs to be updated to Staff Sgt//Sgt First Class.

Clark Keller Example - Sheet, p. 21 and Example p. 39:
Clark's INT is B (d10), and his EMP is a C (d8). The example and the sheet show his Stress Capacity as 4 when it should be a 5. (10+8 = 18/4 = 4.5 rounded goes to 5) Or, should the Stress Capacity state it should be rounded down?

Bullet point 3, third sentence: "Roll a 2D3", should be "Roll 2D3".

Bullet point 6, last sentence: "not matter" should be "no matter".

Page 39, the example.

Clark gets Mobility D under bullet point 2, but he gets it again under bullet point 3. Should he not increase Mobility to C?

Under bullet point 6, he rolls a 4 for war, and war breaks out. But it should not, since it's his fourth term and war (and age effects) only occur if you roll below your number of terms (bullet point 3 states that that is his first term, so no 6 is his fourth term, right?, if not, I'm wrong).

The character sheet on page 21 has no C level skills for Ronson, but he should have two according to step 7 on the previous page, right?

This sentence seems to contradict itself or at least jumbles up two rules into an unclear sentence.
I don't see how this is contradictory or jumbled?
I think the confusion is from the reference to one step, and then the example is a two step increase. Maybe something along the lines of "Skill level increases must be purchased one step at a time -- going from D to B, for example, costs 25XP in total (10+15)."

Honestly this seems like it could be solved with just a flat ruling that you can't increase a skill multiple steps at once, which is also a sensible, realistic rule.

the issue with that is then in late game when most everything is upgraded, then you have to spend multiple shifts to upgrade one skill a few levels
I do this in real life for fun on the weekends. #SurviveOmega #DoMoreWithLess
