Killing off downed PC:s is old school. It's a great way to make sure players fear combat. It's not for everybody, but it's right for some.

The leuges way of doing stuff isn't the best way, it's just a way.

Feels like many games do the "only one attack action per turn" thing, so it feels like it should work fine.

Once you fail a roll (no successes) your done though. No more actions.

Probably yes. As long as they aren't surprised, and they are aware of the incomming attack. I think that fits with the talent.

Haggler comes from the verb "haggle", which seems to be "contrattare" in itallian. So maybe something like Casa dei contrattare could be an option?
