What do you mean? There‘s the Starter Set with a Shire booklet, rules and adventures. In the Core there’s a short description of the Shire.

Edit: Just realized I‘m in the 5e forum. So probably someone should answer who actual knows this stuff.

Keep in mind, that Councils (and Skill endeavors) got revised in Ruins of the lost realm). A resistance of 9 is for advanced heroes actually easier to achieve than a resistance of 3.

Depends on how important they are. Do you want them as full members of the group for a long time? You could just create normal characters for them and treat them as player heroes. If one of the other heroes is knocked out or not in the scene, another player could roll dice for them. If they are not ...

Well, if you read the sources, the weary condition seems appropriate. I like it, because it’s an easy way to track weariness. Personally I would't allow an Opening Volley with a dagger. The range is too limited. Other than that, just use the Dagger skill, the weapon is low key as it is, with minimum damage and and piercing blow possibility. Heroes can carry as many daggers as seems fitting.
