Doing that immediately invalidates actually firing 1 ROF die as an option. It pretty much invalidates 2 ROF dice, as well. If you try to fix every "problem," you end up breaking more things. You increase CUF whenever you gain a "promotion" in a military career term (and a few others).

No, there's no such thing as automatically gaining specialties.

It is "intact," but damaged by airstrikes and contaminated by persistent chemical agents. Decontaminating it, rebuilding the destroyed high tension lines, and other infrastructure rebuilding and security tasks are a few of the significant campaign hooks.

Again, I think you just need to settle on what the scale/goal is. If you see the Settlement as 20 people in a fort, then I think your decisions are supporting that just fine.
