Let's say a sniper takes a turn to line up their shot with the telescopic sights (+2 mod on attack roll; slow action) at an unsuspecting target then next turn they unleash 6 bullets at the target

While it is obvious that the GM always should balance the game, even when it means breaking, or just fracturing, the rules — "you are in charge of the pacing of the game, not the rules" — it is preferable if the system can do it right from the start. I think my main concern really is what becomes canon when the game is finally released, and how much that canon might affect the creation of future material in support of the RPG.
