Agreed. Strangely enough, much of this stuff is adapted directly from Forbidden Lands, which most definitely has all such rules for hiring underlings to run the maintain the keep while you're away. Well, what kind of building are we talking about? A house or a hotel? That's about 1 room = 1 hex. A gym with a basketball court? That's about 30-40m long, at least. A Walmart Supercenter? Well, the functional change would be pretty obvious from all the numbers you just posted, which make it clear that the "cargo space" for each vehicle is just "passengers x 25." Personally I don't really see an issue with the blast radius thing. If your grenade falls short, that might indeed be bad! But even so, you're only faced with a D6 attack -- unlikely to be the end of the world but certainly likely to spook. Sounds about right to me.

Personally I think what should be done is the "cargo capacity" should list only exactly what is normally the trunk/stowage/cargo hold of the vehicle, and it should not include the space that might be taken up by passengers.
