I'm pretty sure that you have misinterpreted the rules, because they are confusing. It's important to note that spell rank, WP spent and power level are different! The safe casting rules already cover this, at least partially. At rank 2 in the talent (accessible at level 1) and the spell written down you can spend 2 points while rolling no dice and with some clay you can still heal 3 points perfectly safely.
