The monster does three attacks and each of them can be dodged but that will take an heroic ability since a PC only have one action.

The rules are written with combat in mind because that is when it is for the most part used. You can use it in non-combat times as well (once per shift). There are other actions (like Musician) that is written with combat in mind but the GM can allow it at other times as well to give a boon or a ban...

Jag har inte den engelska upplagan men det är nog samma fel där.
