I attempted this while trying to use coriolis in a shadowrun style game.. Not easy, we came up with make a skill in each circle of magic, ie. Circle of fire, circle of life, circle of mind etc et c. In a standard three hour session my players might earn 2 and maybe spend 1. All depends on how lucky/unlucky they are.....

Very different at boss climaxes and what not

I tend to only allow players to carry over willpower that they allready have. If they have zero then i grant 1 at the start of the session. So far they havent seemed to run out

Could you also review similaR systems like disarm and grapple as they suffer the smae issues,

Another suggestion could Be to make them slow actions. And allow talents [such as shield fighter] to let you shove using a shiled as a fast action

agreed.  Its these little touches that make each weapon you use a choice that matters and reallyafect play style... Its these kind of options that make character creation exciting.  More options = always better in my book

Dont forget you are free to swap associated stats as you please while playing.
SO making a diagnosis about whats wrong with a person may be an easy Wits + healing roll
But treating someones shell shock / mental trauma due to a horrific experience may require empathy + healing.
