The players are not all Elves. They are specific elves in balance with other player characters. That doesn't mean other NPCs are incapable of exceeding the player norm. restless undead come from kin (blood)
skeletons are made of marrow (blood - in fact it would be like roman candles)

So the only undead that are safe would be spirits and non-corporeal creatures. That's how I've ruled in the past, it makes sense to me.

I would probably just halve the armour rating against stabs and arrows, it seems fairer. It doesn't say half, it say 3, so I would say that if the armor get one point of damage it will have an armor rating of 5/2 and then 4/1 and so on. That sounds ok according to the rules as written.
