By the rules as written, you are correct: the book does not grant Neomorphs immunity to cold, vacuum, etc. I would interpret this as intentional. You're free to play with house rules, but that's the way the book is written. Being able to act out of turn and potentially interrupt/negate an enemy's entire action is a huge benefit. I think it easily warrants the cost.

Being able to make an attack out of turn order and interrupt somebody else's action is enough of an advantage to warrant the cost of both actions. That's the way the rule is written.

Weapons should break when its appropriate for them to break. Headbites can punch through steel so blocking a headbite can potentially break any weapon. I would say 50/50 chance the weapon breaks.
