Nicely put. Narrative importance is the gauge for me. Is it moving the story forward? If an encounter with the Mooed gang is important then getting a single condition and losing their lunch money seems appropriate to establish the gang as bad guys. Maybe set them up for some revenge when the players...

Trivia: the movie "Let the Right One In" is set in Blackeberg, a suburb halfway between the Loop and Stockholm.
The first question I got from my gaming group was  -  "Can the system handle "Let the Right One In"?"
And yes it can. I wrote a short scenario which allows for non-supernatural vampires.
