Right? I read through the Killer Birds sample Mystery and there's absolutely no discussion of combat in there, though it does mention that the Goshawk can be killed. Age and experience are definitely something to take into consideration with homebrewing. For cars, it's 18. You could begin driving classes at 17 years and 9 months of age, and try to pass the tests (theory and practice; all more demanding than in thr US) when you turned 18.
