I agree that the simplest and most efficient way to mitigate overly powerful magic is to make spell ingredients mandatory. This shouldn’t be complicated.
Physical attributes reach zero you fall prone (can crawl).
Mental attributes reach zero you don’t fall prone.

Innate minor tele-empathy between the brothers, perhaps?
When one is in danger or distress the other senses it, even if very far apart.
So, if you attack one the other will immediately know and will show up soon... perhaps.

A simple way to penalize “Chance Casting” above your level:

Suffer 1 Confusion per Willpower point spent to cast the spell. This is in addition to any mishap result.

So if you cast three dice and rolled 1/3/4, you'd take 3 points of fatigue, plus the spell backfires.
