Traveling offroad consumes twice as many fuel as traveling on roads. But is traveling cost counted by hex driven or by "hex of movement"?
For example traveling through forest requires twice as many fuel as traveling through plains (four times more then on-road)

But after the fall Houses should have opportunity to rebuild and strengthen their position. But we are still bound to same 8 incindents, which are in my opinion to so easy to implement in fiction in the Zone

Are there any methods to increase Control other four (out of eight) Incidents?
There are many methods to decrease House Control (for example incidents, agent misconduct of fall of Elysium) but not so many methods to increase.
