After a second thought, making favored will be a bad call, since players with favored skill with have no benefit.

So, I decided to change for a reduction on all Fatigue gained for events during journey events while those events occur inside Arnor.

-1 fatigue gained to a minimum of zero.

I think the boon from Gilraen patron is not great in design. It makes all lands of Arnor considered a border land.
