Blast damage should increase for a person (or object) in the water, but the blast damage of an explosion in the water to a person standing on deck should be reduced. I think that's the confusion here.

They already do help each other, by the group morale roll, so I don't see a need to add a house rule to help on a CUF roll? Setting up in the middle of the desert/middle of the woods you have a lot less to work with but you can make do. Foxholes, hide sites, field latrines, etc. take time to dig and conceal.
