The region comes up in Heart of the Wild, Tales from Wilderland, Darkening of Mirkwood, Rivendell and Ruins of the North (all 1e), but not as main focus. No worries - they still get a virtue and reward for rank 1 in each. It note that cultural virtues aren’t available until wisdom 2.

An error, characters can buy wisdom/valour 2 with previous experience during character creation. :)

It was covered in TOR 1e via the Elves of Lorien culture, who had it as a cultural virtue. They could make it and share it with their company to boost the fellowship pool.
