So what is 'close proximity'? about a meter? I think knowing a detail like that allows for the referee to make a judgement call and encourages player inventiveness. Yes, functionally it means there are clear roads, but plenty of cover options. Narratively I guess it would be something like "You can't play a game of baseball/football here without probably breaking someone's window." So if you are in a city or suburb, you are usually in either built up ...
