If you have the time to prepare, I would suggest creating a one-off with pre-generated characters to allow the players to "get the feel of the game" before they start making characters of their own. I don't think it matters from a gameplay perspective - but what the rules actually states, is quite clear. I suppose that most players will try to keep their attributes at a fairly even level regardless. Talk amongst each other about who should max-out what attribute so that the group will have some...

One choice we have is having two attributes at 5 (split key attributes), instead of one at 6 and the rest at maximum 4.  If you house-rule it - I have no problem with that.
