Your sensors might be able to pick up the contact, whereas the weapon systems needs to "lock" the target before they work as designed.

A typical PC can have 9 dices in Ranged and then get 9 dice from the blast damage? That's 18 dice... With no real drawback!
I mean, they are explosives... :)

Torpedoes cannot be used at all without first locking the target. Other weapon systems can be used without a lock, but suffer a -2 modifier.

Use, yes, but by RAW it won't do anything, as you cannot take checks for Advanced skills without any points in them. :)

To use an advanced skill, you need at least a skill level of 1.

I am not sure what you mean.
The rules on p. 196 state that each gunner on a ship may fire a weapon.
(and only one weapon may be launched per turn, i.e. torpedoes).
