The way I understood it, the bolt gun has 5 reloads, it's just that it has to reload after every shot. So a panic with a bolt gun would be treated the same as a regular shot with a bolt gun in that regard. Slow action to reload and lower reloads by one step.

You get one slow action + one fast action, alternatively no slow actions + two fast actions, in a turn. You can't do one slow + two fast. From the PC generator booklet it seems growing up as an animal herder is common for several of the kins. Since the bloodmist didn't affect animals or children, it makes sense that kids would be handed herding duty.
