I would roll for STAMINA every subsequent round to see if you take a point of damage. If you are assumed to know how to swim and each Round is ~6 seconds, then you should easily be able to hold your breath for several Rounds. Okay, that makes sense to use Manipulate in place of a Command roll.

As written it sounds like pushing requires both a fast and slow action. The bit in the text block that reads  "...can be useful if you want to  engage it in ranged combat rather than fight it hand-to-hand." seems moot if it takes your entire  turn to push an attacker away. Explosives are underpowered?

My character throws a grenade and it lands at Close range of the target, but only has 67% chance of doing 1 point of damage. Why bother, when my character can just shoot to deal the same damage... and ammo is a lot cheaper than grenades!
Shouldn’t explosives be more deadly ?
