Do we need to spend Willpower point to use general Talent?

In the rules, it is said that you need to spent willpower point to use Kin and Profession Talents but not general talents.

But in the Rank 2 of the Cold Blooded Talent we can read "you also don't need to spent a Willpower point" as if we need to spent it before for using this general talent.

Cold-Blooded is used with the Coup de Grace rule (Player's Handbook p.108). When you normally do a Coup de Grace (kill a helpless target) you need to fail an empathy roll (you can't feel empathy if you are going to kill someone in cold blood), take one damage to empathy (you feel bad about what you just did) and you also need to spend a WP.
The talent allows you to skip the Empathy roll on rank one and on rank two you don't have to spend the WP to do it and you don't feel bad about your self when you murdered someone. On rank three you even feel good about yourself when you murdered someone in cold-blood.

So the reference to WP in the Cold-Blooded talent is not the WP cost for Kin- and Profession talents.
