Feint unchallenged?

I still don’t like that you can just declare a feint to change initiative with another combatant. Shouldn’t there be some sort of opposed roll?

You do sacrifice an action and since the new initiative order starts on the next round, that can hurt if you sacrifice an a dodge or parry (you need to be in close combat to feint). I have noticed during my testsessions that my players (or me as a GM) wants to sacrifice an action. They do (as do I) use feint from time to time but often only when there is an opportunity for it (defender has fallen, been disarmed, etc.) so the feint action can be done without risk.

My main concern was if the last character to act in a round Fuentes and steals the first initiative slot, then effectively has 4 actions in a row, and can take this from any highly skilled combatant uncontested. It’s hard enough to keep encounters challenging without having to contend with my big bad being moved to the last initiative slot so all players get a chance to attack him first.

I may have missed it but does feint work on monsters?

I don't know but there cases where feint won't work. For example if you are using an Initiative card for a group. You can't feint a whole group, especially if you are not facing all them yourself. And it probably won't work against at least some monsters and at least some animals.

Although, in our latest testsession I threw in four snakes in a room (I have been using old D&D adventure modules for our testsessions). I let the four snakes share Initiative card and I also told the players that they can't Feint the snakes just because they shared Initiative card. But after that sentence I added "... unless you have a really good discretion how to feint four snakes at once". One of the player said that he got an idea. He lit a torch and explained that he waved the torch in front of the snakes and that should count as a feint. I accepted (of course I did, a little bit of Indiana Jones feeling to it).

Well, an action is wasted, isn't that enough of a penalty?
While I agree that there should be an opposed roll, what prevents NPC's to utilize the same trick, possibly mashing a PC to a pulp? That could also be wildly unfair.

I guess they only have three actions. one fast feint action takes the initiative. so you've got a fast/slow and then the new initiative slot give you fast/fast or fast/slow. does feel problematic to me, but i've not had a chance to play yet so i don't know what it is like in practice. 
maybe feint should be a slow action?

That also all assumes that your combatant who is going last in the round hasn't already used their actions dodging/parrying things. or is alive since they didn't dodge/parry things in order to feint later in the round. and that they are in arms length of the thing with initiative card #1.
