I see it as king kull. It is a malus for the fighter class to have a class talent which only functions when the group plays with optional combat rules. I as GM prefer rules as small as possible and would mostly prefer the simpler ones. 
So in this case the fighter has one fewer option at the beginning and a lot of fewer options in a campaign. 
I would like to see this talent as a general one (perhaps a bit modified) and an other class talent for the fighter.

I agree that it seems odd to have a profession talent that may have limited utility.

I kind of see it the other way... If a player takes this talent, to me it implicitely suggests that they will always use hidden combos.
It's an implicit deal: if the GM won't allow hidden combos, the player doesn't try to mess with her and take this talent. If hidden combos are on the table and the player takes this talent, the GM should let the player use it in all battles.

Perhaps Fria Ligan could split this talent. It works as written if you use the Advanced Combat Rules but if you don’t use them you get other advantages.

I wanted to necro this, as there's no change to this talent in Beta. I think this should have some advantage too when not using the Advanced rules.

Path of the enemy is a talent which gives you the advantage of knowing what your enemy will do before he does it.

I think it could be possible to write houserules for this talent with the normal combat ruleset. 
Something like this:

RANK 1: If you spend a Willpower Point
your opponent must reveal
his fast or slow action to you before
you choose actions. Your
opponent chooses which action he tells you, but he has to keep it exactly.
✥✥ RANK 2: As per rank 1, but you decide if
your opponent tells his fast or slow action.
✥✥ RANK 3: As per rank 1, but your opponent
must tell both his actions before you
choose your own actions.
