So what happens next? The section on drowning ends here.

I'd say you continue to roll. At 0 STR, you are dead.

Yes - as it says earlier in the paragraph, you need to roll Endure every turn, and each failed roll means one point of damage. A STR zero, you suffer a non-typical critical injury. However, I would add that die right off if you are kept underwater for another D6 minutes.

So, effectively, the way swimming works is that your roll Endure every turn you are in the water, and any turn in which you fail, you take 1 Damage. "Starting to drown" doesn't actually change this procedure, right? You could fail the roll one turn, succeed the next, succeed again, then fail two times in a row... and so on. As long as you have Strength left, you keep swimming. Is that right?

That's true for swimming underwater, where the Endure roll is to hold your breath.  If you're staying at the surface then the roll isn't needed and swimming is treated as normal movement, with Sneak rolls to go quietly or Move to go fast as appropriate to the situation.  Unlike in Year Zero, where Ark mutants haven't learned to swim and it's roll to Move or else start drowning.  Or that was how our GM ruled it anyway - open water swiftly became our most dangerous adversary.
