Population size of planets

Atlas Compendium page 35.
The size of the planet will have a certain effect on the population.
Unlike the other tables, it only lists a modifier for planets with a small population. (Size 1-3)
Is this intentional?
Because it seems to me like something is missing. :)

Just to clarify, if the aforementioned modifier is the only one, that will basically mean that the vast majority of planets has a population, regardless of atmosphere, size, etc.
Is that how it is supposed to be?

Hi!
So the size of the planet will have an effect on the population. Small planets (size 1-3, or actually 2-3 since there isn't any size 1 planets when rolling 2D6 on TABLE 1.) have a negative modifier of -4. so planets or actually asteroids (like Ceres or Iapetus in size) tend to have small no or small populations. 
So most "normal" size planets will have populations (since 2D6 will have a bell-shaped outcome). It's intentional - we want the Third Horizon to be alive but not have a lot of large populations. After all it's an RPG and we want our PCs to meet and interact with NPCs.
