Look at the prices as a unit of value instead of bullets. Something for us players to use to compare the worth of items.
My players was a in a former campaign very good at finding and cooking food. They could use that to buy all sorts of nice things, but when the food prices dropped, they where all of a sudden poor again. The same goes with bullets. If a player wants to sell a bullet for some food they will have to use more bullets if bullets have started to be manufactured in the Ark, but on the other side they can buy bullets. They have to earn their living as scavvys and selling scrap instead.
