Specialist skills

Hewwo,

Everyone can learn and use basic skills with or without any ranks, but can you pick up other roles' specialist skills either at the beginning or through play?

I mean the books don't seem to say one way or another, but all things considered, would this be within design intent?

Short answer is no. You can only learn your occupational skill. 
Long answer, however, is yes. That is if you take another occupation, through one of the talents. That means you can not continue your initial occupation, including furthering the skill.

Jack of all Trades is the Talent. You have to have three other Talents first, however.

Mutant: Year Zero rulebook, Page 25, under "Raise a Skill or Get a Talent" - "You can raise any basic skill you like (even if you had no level in it to begin with), but not specialist skills from another role." That seems to make it clear you can't use the specialist skill from another role.
That said, as someone else pointed out, you can take the "Jack of All Trades" talent (MYZ, Page 66) (after you've taken 3 other talents) to change your role, though you can't continue improving your old role.
That said, when I've had 4 or more players, I've prohibited this talent, as it seems to lead to players trying to be able to do everything within their own party, and not having the interact with NPCs. If you only had 3 players (plus GM), it would seem reasonable to try and cover more of the role's specialties.
